Playing my first GC as Japan.
As I understand it I need 10 pilots to have an effect on my basic
pilots starting level. If so I have two questions.
(1) Is it ten pilots for each step or will 13 pilots advance my guys a little more.
(2) Is the pilot mix important. For example does 7 navy and 3 army equal 10.

1. 10 pilots for each step (10, 20, 30, ...) Anything between will not give effect
2. Army and Navy are counted separate as they use separate pilot pools
