Requirements for Soviet promotion to Marshal

I think this is a Morvael question, but anyone can comment of course. Isn't the requirement for Soviet promotion from general-armii to marshal a little high under the latest patch?

I'm nearing the end of 1944 and Vasilevsky has a 2-1 margin of victory with 1900+ wins. No one is even a close second.
