Locked in position

The new Cold War turned hot wargame from On Target Simulations, now expanded with the Player's Edition! Choose the NATO or Soviet forces in one of many scenarios or two linked campaigns. No effort was spared to model modern warfare realistically, including armor, infantry, helicopters, air support, artillery, electronic warfare, chemical and nuclear weapons. Locked in position

Hi folks, I often see a message that a unit has been locked in position by the scenario designer and cannot be moved when I click on a unit at the start of a scenario. So far I have found that all of these units can be moved. Confused by this.

Given move orders or actually able to move the locked counters?

These units cannot be moved from their "spawns" so that their starting positions are absolute. They can be ordered to move.

The ability to issue orders to locked units in the pregame setup phase occurs in every scenario that contains locked units in my experience.

Thanks Stim - it is the movement around the spawn area that is not allowed as you mention. Maybe a different text would help new players understand.
Unit locked in current position during setup phase - movement orders allowed.
