Tutorial vs Open-Tutorial

The new Cold War turned hot wargame from On Target Simulations, now expanded with the Player's Edition! Choose the NATO or Soviet forces in one of many scenarios or two linked campaigns. FPG RS-REFRGER has the two scenarios mentioned above. What's the difference between the two? Thanks.

Nothing. The only different is that the "open" scenario is editable in the scenario editor. The other one is locked.

Don't you think, this should be noted in the scenario description to maintain further confusion?
