[FIXED] NI Fox two slowing down to unplayable under 1.09 final

Hi there,

During the NI Fox two scenario, gamespeed is going down the drain again to the level of 1 game time second for every two real time seconds.

I don't know what's happening this time but I have run much heavier scenarios like Havana daydreaming at much higher speeds under previous builds...

Come on guys, I feel like I am beta testing these NI scenarios for you. This is not an issue when I play test a user build scenario but this time I actually paid for these buggy scenarios (scoring issues, CV not acting as CV and now game speed issues again).

This is just sloppy...
