How to create a blank map?

How to create a blank map?

Hello,

Probably a dumb question but so far I've only been in the planning stages and now that I'm ready to create an actual game map, I'm wondering simply how to create a blank map. As far as I can tell, you must enter the editor thru an already existing scenario which already has the map in place. Then you have to go about deleting what's already existing in order to start with a "blank canvas"; a big time waster. Thanks for any help!
