Convoying trade agreements

CW set Cyprus resource to be traded to Russia and set up the Conv in eastern med to do it.

Lucky die roll for Italy kills the conv in the eastern med,
and now the program selects a different resource to be traded to Russia, completely messing up the convoying of resources to the CW (CW can have 38BP, but now has only 32BP).
I can't repair it, so the question is:

Is this working as designed, or is this a bug?
if it is WAD, I guess the rules about trade agreements mean that if you promis 1 resource, you must give 1 resource.

If the rules mean that you may specify what resource you trade (Cyprus one in this case), and are only bound to trade this specified one,
Then the described situation is a very annoying bug (causing the CW to spend hours to try and fix its pipelines after a promised resource got lost).

Right - the only possible fix would be to RTB all Allied CPs in a manner that allows no resources to reach Russia from any CW source. Then you can lose any resource that can't be delivered anywhere. (Cyprus in this case, more often it's the ones in Malaya if still owned by the CW.) However, that could do more damage to CW production than losing 6 BPs, although with Russia it's easy to break the northern link, so it will depend on the CP situation in the Persian Gulf and on the slim possibility a link exists to a CP route into Vladivostok.

Note I say all Allied CPs, not just CW CPs. The "must deliver" overrides all routing by any powers that can form part of a CP chain.

Also if any other resources are being lent to Russia, it's better to take your lumps and deliver what you can.
