I have the Steam version. Are there any options I can use to by-pass the three videos and start in full screen at the menu?

either press Escape to bypass the videos or delete them from the folder (except the 2x victory + 1x stalemate). Dont know about fullscreen start.

to bypass the video you can just rename the video folder to novideo or something you like (you can find it in \DAT folder).

There is no fullscreen mode in WITE (WITW has one). You can only set it up to start maximized. Create shortcut to exe. Go to the properties of shortcut and change "Run" from "Normal" to "Maximized".
