We play with Limited Oversea Supply:

9.6.1. LIMITED OVERSEAS SUPPLY
When this optional rule is in effect, a supply path
can only be traced overseas if each sea area it
passes through contains a friendly convoy, naval
transport, or amphibious unit. The effect of this is
that non-combat naval units have to be maintained
at sea to provide supply to overseas units.

So "Friendly" is enough for the Italians.

No, that is not enough, according to RAW. The TRS, convoy or AMPH needs to be at war with the CW, according to the text of RAW...

RAW, rewritten to acknowledge the SiF option 11, Limited Overseas Supply:

You cannot trace a supply path into a sea area that
contains:
an enemy CV, SCS or aircraft unit with an air-to-sea
factor;
unless it also contains a convoy,
TRS, or AMPH controlled by any major power or
minor country at war with that enemy unit.

So can you please check this, since it is an important bug which needs to be fixed (again)...

My quote of above is from the game manual I've downloaded, the one with the hyperlinks within it.
Isn't that up to date?

Anyhow would it be possible the German units link up to an Italian HQ that is regularly supplied via sea, since CW units are not "Enemy" for Italians?

I just tried to set a ship out and all German units are still in supply.

This is how the Spaniards defend themselves!

Jul / Aug 1940 - Impulse #4 - Axis

Axis bombing runs on Cadis start to cripple the Spanish Navy.
Subsequent landing performed by a quality division, brought in by Italian ships, seals the fate of the Spanish Fleet.
Only two ships survived the preliminary port strike and the landing following up; they fled to the safety of UK proper.

In the while other German divisions land closeby Malaga, north of Cisneceros in the Spanish Sahara, and in the Canaries.
The UK carrier based planes attempt to bomb the Cisneceros expedition, failing.

In Marocco and Algeria the UK bombs (in their next impulse) the German units, who lack an air umbrella since the Italians are not at war with the UK.

Bilbao is attacked after heavy bombardment from the Luftwaffe. The combined might of German ground and air forces make the city fall firsthand without meaningful losses from the Axis.

Barcellona is occupied, left vacant from defenders.

The core of Spanish troops at Madrid are bombed, but meanwhile the capital seems to provide shelter with its buildings to the troops there, the forward group in the mountains is precisely hit by Junkers88 flying over.

Saragossa is occupied, and swiftly apted as forward base for the Luftwaffe, and Rundstedt reorganizes air assets for the race to the sea and Gibraltar.

Jul / Aug 1940 - Axis Impulse #6 - Spain

Franco reorganized Spanish units at the Madrid perimeter.

The Germans close in and rebase Stukas and Me109s in case the Brits relocate air cover.
Modern Me109 fly over the Mediterranean to reach for Marocco.

Soon the Germans will be able to start to grind away the defensive perimeter of the Spanish capital.

Jul / Aug 1940 - Axis Impulse #6 - Marocco

Not much happening there with the German focus on Spain.

The Italians close in the distance meanwhile the Spanish Afrika Korps readily sides with the BEF, creating a defensive wall defending Marocco itself at its western border.

The hopes of the Germans to infiltrate Spanish Marocco were foiled already, it seems for real that Marocco has to wait for Luftwaffe to dominate the seas.

Jul / Aug 1940 - Umezu's Maneuvering

Very slowly, exactly like a slug, Umezu (HQ) is slowly moving to get in supply the Japanese forces in the central China.

Jul / Aug - Axis Impulse #6 - Chengtu's fall.

After bombing Chengtu, and with unexpected outcome both Chinese units are disrupted, the Japanese Imperial Army attacks, and storms Chengtu, denying so another factory to the Chinese.

The Chunking Warlord troops were spearheading the attack, fuelled by an old rivarly with their neighbouring Warlord!
Needless to say, the Chunking Warlord forces got butchered, but then the waves of regular Japanese units finished the Chinese resistance with some effort (1 attacker loss and half disrupted for 2 defenders killed)

Jul / Aug 1940 - Axis #8 Impulse - Tragedy in Spain

The Axis continues to encircle, and prepares to attack Franco.
With much dismay the attack goes very badly (A 4 is rolled...), and the Germans lose 2 units (an INF and a MIL!).

Besides that the German forces slowly seize resources, cities and railroads.

Jul / Aug - Axis Impulse #8 - Italian Infiltrators.

The Italians slowly advance in Marocco - into French hexes - so that the Brits cannot say much to them until they declare war.

As more Axis troops - and CW troops too - are poured in the sector, the sides extend deeper into the desert to see who can outmaneuver the other.

Jul / Aug 1940 - Axis Impulse #10 - Spanish Luck

The Spanish forces keep their defence, against the odds in the mountains north east of Madrid.

The Spanish suffers a single loss and inflicts two to the Germans, to much of their dismay, and their whole advance is halted.
Madrid has not fallen, Hitler is furious and is ringing left, right and center his generals to push his forces to fight better. (After the previous 4 against Franco, a 6 was rolled there ... not much to be done against bad rolls).

Jul / Aug 1940 - Axis Impulse #10 - Mao's retreat.

Mao opts to pull his forces back to safer mountains, as Umezu approaches with grand forces.

For now the Japanese Airforce gets back to their standard of not being really able to do much, and a dug in Nationalist army stalls many Japanese forces.

Sept / Oct - End of Axis Impulse #3 - Stillwell arrives to save the day!

By the end of August, Yamamoto led a successful offensive against remnants of the Nationalist army retreating to Kunming.

After the fall of Chengtu, in the north the Communists forces withdrew toward Lanchow, in fear that Yamamoto could push north from the "verdant oasis" in the middle of the mountains.

Seen this move of the Communists, Yamamoto marshalled his remaining forces, not very ample, toward Kunming. Out of supply, and already worn by marching across mountains, the Kunming Warlord and heavy equipment (the AntiAir unit China starts with) got caught and annihilated in a savage battle. (1 Warlord and 1 AA unit gone for China).

In September, General Stillwell arrives in Kunming along with fresh forces and start to establish a defensive perimeter around the industrial center, with a grand stock of oil as well. (Something quite appetizing the Japanese), meanwhile Yamamoto maneuvers to get around and reach the City.

Needless to say, the Japanese airforce proves itself useless.

Sept / Oct 1940 - End of Axis Impulse #3 - Mao's tale.

With unmatched (lack of) prowess, the Japanese airforce tried repeatedly to disrupt the Nationalist defenders of Mount "Stop the Japanese Advance". Yes, that's how it has been called.

Umezu, getting reprimanded from the Imperial Command in Tokyo, mandates the attack with all forces at avail, including the armoured units - without motorized troops to soak up possible losses. The Chinese though opt to fight teeth and nails for their position, and delay some the Japanese advance (half units disrupted, on Assault table; the attack was +12 anyhow including HQ support. Just in case Blitz table was chosen.). (1 INF lost for Nat-China).

Mao forces in the while captured Tayuan and withdrew from there; that was promptly conquered again by swift cavalry forces of Japan.

Now, without the hindrance of the Nationalist Army that is gone, Umezu sets as new target the industrial center of Si'an; that is lightly defended (and I expect it to be evacuated soon), to bolster the Japanese war effort.

More partisans arrive - in Shangai. The local Warlord makes a swift work of them though.

Sept / Oct 1940 - End of Axis Impulse #3 - Terauchi's Gamble

Partisans keep spawning, like madmen!

Terauchi took his chance, leaving the fighters in reach of the Manchurian capital for supply purpose, to move and supply the Marines, having them march in the mountain to free a resource from the occupants. Partisans ... in Siberia. There is a population of 3 people per kilometer square or so in that region ... how can there be partisans!

Two even in three turns!

The problem now is to get to the other partisan, that is still blocking the rail as well... Terauchi has to go quite far from his troops to get there. His troops, being the main Manchurian front.

Thanksfully for the time being the Soviets seems quite passive despite their superiority in numbers.

Sept / Oct 1940 - End of Axis Impulse #3 - Kriegsmarine in Action

August ended gloriously for Donitz, with a single submarine lucking out lots of preys in North Atlantic, lightly left entirely unescorted by the Royal Navy.
3 Convoy points sank, and 4 sent home (Aborted) cleared fully the seazone, crippling the UK production (well, they lost like 3-4 BPs out of that. They lacked reserve convoys to replace them!).

The Kriegsmarine, that sailed to Faroes Gap and was not found by the Royal Navy rebases to Bordeaux. But they failed in finding preys too.
Raeder is filled with scorn that Donitz is surpassing him in harvesting glories and laurus.

So at the earnest of September (Axis wins the initiative) the Kriegsmarine - or better part if it, fuel issues *coughs* - sails (All the 6 moving ships got fuelled, the 5 movement ones were not) with the two Battlecruisers leading the show, in Bay of Biscay, where the UK has still 14 convoys and only 6 cruisers of escort, scattered (2 each in the 0, 1 and 2 box!).
Obviously Kriegsmarine fails in finding anything despite the chances (at the 4 box, with 14 convoys and good weather, they find with 1-6!).

Churchill thunders and storms via the phone, telegraph, radio and whatever it can. The Admiralty orders grand forces to sail in Bay of Biscay. "Sink the Gneisenau and the Scharnorst" is their motto - since the Bismark is in the port of Bordeaux still.
And the Royal Navy and the Kriegsmarine find each other. Or better the Royal Navy planes find the Kriegsmarine. They get past the flak fire and sink a cruiser and damage another.
Then the Kriegsmarine takes revenge, finding the lightly escorted convoys (Yes, the Royal Navy did not added stuff to the 0, only 2 cruisers there ... but if they roll 2 the Kriegsmarine get a helluva of BBs and CAs fire on them). The Kriesgmarine eludes the land based Albacores flying patrol over the convoys and start to sink / damage the brave escorts, and then proceed to smash into the Convoys.
Not just once, but twice in a row. Without sea escorts anymore, the Convoys suffer greatly (only 6 remain in the Bay of Biscay) and then the fleets do not find each other anymore ... for now.

Raeder is playing with fire, and has been lucky. But for how long?

Sept / Oct 1940 - End of Axis Impulse #3 - Spain

With much woe, German plans to seize Spain by the end of August were foiled at the gates of Madrid.
So the Spanish mobilization finishes, and they get a mechanized unit - in Malaga - which foolishly was left unclaimed from the landing forces of the Germans. (My big mistake!)

The Brits though do not dare to support the Spain, and remain in Gibraltar meanwhile through the start of September, Madrid perimeter is shrunk to the City proper, and then Madrid is assaulted directly (and with a +18, I roll a 3 ... which meant half of the German forces were disrupted).
Von Rundstedt uses his leadership ability to reorganize some of the Germans, but the damage is done.

And what is worst is that the mechanized spanish corp is free to act, screened only by divisions without ZoC!

The Luftwaffe is called in to ensure support to these division if they are to be attacked, but the point at Gibraltar is the one at most risk.
The Germans, accounting a first Naval Impulse from UK, moved there a division and an artillery. UK indeed took the Naval Impulse, but then the artillery failed to disrupt anything in Gibraltar (out of 4 targets!)

Sept / Oct 1940 - End of Axis Impulse #3 - Marocco

Mussolini is playing very dirty, exploiting the fact the Brits fight on French grounds, when not at war with Italy.
Convinced they won't declare war suddenly, Il Duce takes risks, leaving weak divisions screening relevant sectors meanwhile his troops try to encircle the British defenders, threatening to get with his riveted tankettes into the open plains of Marocco western lands.
Even using his bombers to bomb the UK positions into the French dominion. With the RAF unable to say anything for how they'd like to!

The Germans make some advance into Spanish Marocco - and Italian troops can follow along in Germany possession too.

On the other hand, any plan to declare war to the UK was delayed. The carriers moved out of Gibraltar. The naval transports sailed out of Marocco.

No fights happened there, some ground strikes - including Gort being bombed by Italians, but that is pretty much it.

Sept / Oct 1940 - End of Axis Impulse #3 - Lybia

Quiet until now, the Lybia - Egypt sector saw the arrival of Guderian and an Italian Motorized Corp.

Guderial quickly spent his extra fuel stocks to set ready again the Italian transports, setting them ready again to ship in more troops.

If Churchill is so invested into Marocco, we can as well start to close the other side of the Mediterranean before he realizes!

A panzer corp made its way from Munich to Venice, waiting to be loaded in fact.

The garrison at sea was originally planned to land in Cyprus, but the other preconditions for the port strike to the UK fleet went amiss in Gibraltar, therefore Mussolini hold his war waging reins. I've also to keep in mind that in 1940 the "USE Chits" are cheaper though (as per worse in value).
