combat / Terrain cover value

When two opposing units occupy different terrain types (i.e. One in rough terrain and the other on open terrain), which terrain cover value is used, the one the defender is in (that's my guess), or the one the attacker is in?

Thanks Lukas, makes sense. So if I place a unit in "cover" terrain they only benefit from the cover value when they are attacked. Was there a reason why a unit's defensive value is "fixed", regardless of terrain?

BTW, could you look at my post re: mini-map?

Defense values don't change with terrain type, but attack does (or can). For example infantry have a higher AT attack value on high cover terrain. Same for howitzer-armed tanks, they perform less well on open terrain but better in high cover, close range combat.

And we're aware of the strategic map issue. Focus is on the skirmish mode at the moment so depending on how long that takes we may delay the next patch or hotfix.
