Air transport lock up

Another transport problem. Air transport phase. Italy's transport in disorganized in Syracuse stacked with a mountain unit. Decline to transport with Japan and the game proceeds up to Italy and stops. The end phase progression button doesn't light.

Edit: After redoing my land movement step and over running some Brits again in the Eastern Med, I wasn't able to find them in either sea area during their forced re-base, so no naval combat. This was not the case during the problem turn. As a result the Air transport phase completed and moved me on to land combat. Interesting! Have fun!

Edit Edit: Also forgot to include, if it makes a difference, I saved the game BEFORE proceeding to the air Transport phase.
