Will there be any new terrain types? Even better would be user (scenario designer) defined terrain.

Just poking around and saw this post. Can anyone out there tell me:
1. What is the limiting factor is that restricts the number of terrain types in TOAW?

2. Why can some terrains be mixed; such as hills and forest; and others such as Swamp and forest not?

3. Is there any plans to expand the number of terrain types?
