German blockade runners.

If a German port, like Cherbourg or Brest, has its land supply line sewered by Allied units, will it then recieve supplies by sea? In one earlier game, I noticed that the Germans could escape from ports after being cut-off by using sea movemnet. This made me into believe that the would also be supplied this way. For that reason I have always destroyd the port from the air to faccilitate a quicker German surrender. But now I'm beginning to suspect that this is not true.

Could anyone with this knowledge either confirm or dismiss German supply by sea?

Naval interdiction (+2 over enemy values) should isolate port city.
