Aircraft in Range and in Supply not available for Air Mission

Can someone explain to me why the FW 190 A-2 isn't available to fly an an interception mission against the hex the land attack is occurring in? The Ju 88C right next to it is available and it has the same supply/organizational status as the FW 190.

Interceptions are flown at half range. Since the FW-190 has a normal range of 6, its interception range is 3. The JU-88's interception range is half of 7 which rounds up to 4.

I found the answer in RAC 7.8.1:
If the non-phasing player waits until the phasing player has flown his bombers, and then flies fighters to intercept (in the subphase “non-phasing side flies interceptors”), the range of the intercepting fighters is reduced to half their normal range.
