Cavalry stalled from approaching enemy supply

Cavalry stalled from approaching enemy supply

I have a number of instances in a current battle where single cavalry units have isolated enemy supply units in sight along the same road or trail, with plenty of spare movement points yet the red stars are denying them access. This is despite their mode being switched to assault and no other enemy at hand to impede the moves. This has continued for several turns and I finally got one to get next to a supply unit by moving off the road where the red stars had indented slightly but the other cavalry are still stalled by red star arcs several spaces from their targets. Even though the wagons are cut off - the red arcs still protect them from both directions along the road.

I wonder if there is a connection between this and the problem of moving supply units through red arcs even when they are are on advance/assault mode?
