Stalingrad hexes are they correct?

143/88 North hex Light urban - this should be heavy urban or city surely
142/89 is City in the game - This should be light urban or something.

My understanding is the south part was mainly wooden buildings and the north was heavy industrial etc.

What do others think.

From what you are saying I assume that you think that 'city' is tougher than 'light urban'? If so then you're under a misapprehension. City has the weakest defensive modifier.

oh sorry - All I was saying is that the north hex should be tougher than the south hex is that the case?
