Hex Control Bug

Seems to only affect the Andaman islands. Twice I've invaded this hex, twice it has stubbornly refused to switch to Japanese control.

I spoke too soon - it just popped up on other islands Japan invaded.

This one also made its way into 1.4.5. What's the point of having beta releases for patches if the reported bugs are left in place for the official release?
