Please don't laugh...

I managed to loose a mot on turn 3

Now turn 5 and no replacement in this unit. It's my only unit in refit mode...

No need, I have replicated the problem. Just as I expected 0 men and armaments were reserved for phase A refit. If you'll put some more units on refit this division would get some too. At the same time I will fix the bug for .05. Thanks for the report.

The game tried to count missing men and base reserved number on ratios of these, but there was a buggy requirement of having non-empty slot to count the missing men. And this division after destruction had all slots empty. After fixing the bug the division got in the first turn:
43x Motorized Rifle Squad 39
8x Motorcycle Squad
8x Pioneer Squad 39
9x 81mm Mortar
4x 75mm Infantry Gun
1x 150mm Infantry Gun
12x 37mm Anti-tank Gun
2x 50mm Anti-tank Gun
5x 105mm Howitzer
2x 150mm Howitzer
1x 105mm Field Gun
13x 50mm Mortar
18x 7.92mm MG34 Machine Gun
4x 28mm Anti-tank Gun
13x 7.92mm Anti-tank Rifle
91x Support
5x Panhard P204(f) Armored Car
and ended up with 20% TOE (max 50% of Armored Cars and min 19% of Motor-Inf Squad, Motorcycle Squad, Infantry-AT and Light Mortar).
