Improved CV calculation valus

I've noticed that when using the improved CV calculation option the defensive CV values for units in clear terrain is often significantly less than the unmodified CV value. Shouldn't they be the same?

Not really, as with a passed leader combat roll attacker's CV may double. This shows up as expected attack CV being higher than expected defensive CV.
