Italians use neutral Vichy CONV

In the added savegame, Italy is using neutral Vichy CONV to transport their Sardinian resource.
Isn't that illegal??

I looked it up in the RAW and it says neutral powers on the same side who cannot co-operate can share in convoy lines,
except when neutral. Which is what Vichy is in this save.
