Air Drop Airborne Combat Unit

How do we know the max range for air drop of the Airborne combat unit?
Would it be the radius of the transport plane?
Ju 52 has a radius of 33. However, the air drop in that range never happens.
Sometimes, it is 11 hexes, 19 hexes or in between under Clear weather turn and the first move.
How do we move the airbase to have a success of air drop? Except by try and error, is there another way?
Would the range be affected by the present of enemy unit(s) in the path?
What other factors would affect the success of the air drop operation?

I don't believe Germany has any units that can be air dropped, they have an air transport unit which is not a para drop units unless I missed something.
