You can launch the patch from the starting screen.
My Steam install updated to 1.6.7 automatically.

It says I have the most recent version at 1.6.0 ?

After patch, side-scrolling across map went bye-bye. Up and down still works, and options shows mouse scrolling not disabled.

I'm sorry but can't reproduce the issue.
Could you please delete the settings folder at:
...\Documents\My Games\Order of Battle - Pacific

Deleting that file did not seem to work, nor did changing the display settings ... except when I changed it to a display that matched my computer monitor's display (the max setting of 1600 x 900 or whatever). Now it's fixed.

I had used a lower setting because I do not have the best machine. Still plays okay on max setting, though.

It was a strange bug. While it impacted the game, it would not allow left or right scrolling, but would allow diagonal corner scrolling. Not sure what it was, but it's gone now.

Another bug. Japanese campaign. Finish first scenario in Phillipines, then get news flash "Burma has been invaded." Click on "continue" button and nothing happens. Cannot proceed into next scenario (Bataan, I assume).

Reloaded game a couple of times, deleted settings folder, still same issue.

I have the same issue, I am running on rather low resolution since I am playing on my TV, and using higher res means things get tiny [:D]
Anyway, the issue is that the game runs in a narrower (in inches) bredth than what my TV shows, which means that the outer edges are not doing anything. So to scroll sideways with the mouse, I have to find the spot where the game ends and the dead space starts, so makes it way easier to use the arrow keys.
