Hi Ernie,
In ExGameOne I put 8 inf, 6 arm, 3 art formations on the Estonian border. I put the Soviet Baltic Fleet off Talin. I brought all the air I could to Leningrad. I declared war on Estonia, and attacked the French there. I assume I failed an intimidation test? How would the intimidation occur?

First of all, the forces you put on the Estonian border, would only count if they had been there from the beginning of the turn. (Call it slow intel, on the part of the Estonians) The navy would not count, cause it is not a Land force, so no dice there. Not sure if the Airforce counts, but in any case, Leningrad is not on the border of Estonia, so no dice there either. You can test the intimidation level, and percentage chance of intimidation occuring by investigating the minor in question.
If you fail the intimidation test, you go to war, just like before. If however you don´t fail it, the country becomes yours without a fight, and all enemy units are eliminated.
It is worth noting that Intimidation will ONLY occur on the first Minor country you declare war on, during each turn.

Looking ahead I think you have to add another factor to the intimidation. A nation with strong backing from its protector will not just give in. If a minor has a protector with 650(?) or more points it is going to be less intimidated. A nation whose protector has over 800(?) would probably choose to fight. I hope you see what I am getting at?
I see no way that Poland would ever be "intimidated". History shows that they stood against significant odds.
Just some thoughts.

Yes I see what you are getting at. It should factor in, somehow, but at present I have yet to device an algorithm for it. I´ll see if I can figure something out

I like the idea of a 8 player game, althought France won´t last too much....well.....

Assuming you build right you can have the 3 north Africa cities at 4500 and the Lebanon one at 7k. Of course they are other so build slower so might need occupation tech.
