Can you create over strength unit like in PC once a unit reaches a certain experience level?

No.
The AI's max unit strength on higher levels are larger than the usual 10.

Well, maybe indirectly.

From the manual:
Experience
This represents the unit’s level of experience. It will gradually increase when a unit is involved in combat. Experienced units perform better in combat and are more difficult to destroy

Yes, but this is not the same as deliberately adding strength points to take an experienced unit over 10 health as you can with PG and PC. I'm not so sure I miss that, however, but some probably will.
