Color Tells.

Gary Grigsby’s War in the East: The German-Soviet War 1941-1945 is a turn-based World War II strategy game stretching across the entire Eastern Front. Gamers can engage in an epic campaign, including division-sized battles with realistic and historical terrain, weather, orders of battle, logistics and combat results.

The critically and fan-acclaimed Eastern Front mega-game Gary Grigsby’s War in the East just got bigger and better with Gary Grigsby’s War in the East: Don to the Danube! This expansion to the award-winning War in the East comes with a wide array of later war scenarios ranging from short but intense 6 turn bouts like the Battle for Kharkov (1942) to immense 37-turn engagements taking place across multiple nations like Drama on the Danube (Summer 1944 – Spring 1945).

Color should not be a helper in Fog of War.

Art files used. Using the exe of beta version. Don't see it if a continuous line is formed for blocking the reachable hexes.

This is the answer. Without movement fow you'll see where you can't move, which tells location of enemy units. With movement fow you can't move deep into enemy territory, but this allows enemy units to stay hidden and not betray their location.

Although you can still see where entry of enemy hex is barred and work out what sort of enemy unit is around by MP cost to enter adjacent hexes.

Unavoidable if you want to retain minimum of user-friendliness. At least you can see that only for the first hex in the fow, and you can't go on deeper, unlike without movement fow when you immediately get an insight deep into enemy positions.

Advertisement emphasises on "realistic and historical ... combat results." History recorded that the Battle of Rostov pushed German back from Donets to Mius.
18.1.1 advises that if ourrun, the unit will be placed in a town, city or urban hex. As they are more than 3 hexes apart, the frontline is broken.
Under normal circumstance, they could not be seen.
