Economic Warfare and Strategic Resources

Governments can and do regularly place huge orders for strategic resources, whether it is to build a stockpile in anticipation of usage or just as an emergency reserve.

Could I suggest a few possible economic actions:

1) Stockpile resource: Buy X units of resources at current price, at target base or planet; kept until used only in imperial construction
2) Sell resource (internal): Sell off X units of stockpiled resources to your own civilian market
3) Sell resource (global): Place X units of resources for sale on the global market at the current market rate
4) Price floor: Offer to buy up to X units of resource at given price; if you're lower than galactic prices, traders don't sell to you; if you're higher, the traders will
give you priority
5) Price ceiling: Offer to sell up to X units of stockpiled resource at given price, same as above in reverse
6) Loan resource: Use X units of stockpiled resource for current construction at current location; a revenue neutral action; the stockpile will be replenished from the
shipment meant for the construction arrives


This could also be used as economic warfare, by artificially increasing the demand / supply (short term) for various materials. Eg. buying up all the fuel... hehehe
