[FIXED] Crash in b 678, 100299, 100055, 100054

I have a save file which crashes Command,

Open save file, switch to 15x time, Resume,

on my machine, I get crash in ten seconds or so.

Save file attached.

I ran it for a couple hours and there were a couple points where pulses went to over 2s (2000msec) in hi fi mode. I deleted a lot of Russian units just because I am all up in that. The scans seemed to go back to normal.

Fixed for the next release.
