Sir, this communication was received a short time ago at the Admiralty...we are engaging strong German wolfpacks in the North Sea near Norwegian waters...we have sunk several subs and have lost a destroyer...trying to maintain contact as these groups appear headed for our convoy routes in the North Atlantic...hoping to hear from the other hunter groups...

The United States salutes Japan for making peace with China. To encourage Japan in peaceful ways the USA will continue trade without the moral sanction that was to be imposed.
The scourge of unrestricted submarine warfare must be addressed. The USN has placed a patrol line in the Atlantic which we will maintain. The hardy patrollers will publish the locations of any raiders sighted. The United States is at peace, but other nations may choose to prosecute these sightings. The data will come too late for effective ASW work, but general trends can help too.

Italy continues to conduct itself peacefully modernizing its industrial base (Enjoying the new city upgrade system big thumbs up to that) the disturbing events in Northern Europe have caused some furrowed brows and scratching of heads, make pasta not war that's the Italian way.

Ok so I raise the production of Moscow and instead of 1000 more production I end up with a damaged city and producing 19272. Ernie?

If the city is damaged already it should retain that damage. Was it damaged?
Edit: Started a new game with v. 221 and upgraded Moscow, no damage occured.

It seems too early for Moscow to be damaged. Only turn 2 after all.

I Agree. I am hoping to get more details from Twotribes, like how many upgrades he has done on Moscow by now. If he does not feel comfortable telling you guys, maybe he could send me the info in a PM, or email. Maybe even his turn file along with password...

What seems to happen is that the industrial production of the city is increased the increase becomes damage that repairs itself to the new production level, I am cool with that it models the time it would take to man and train the workforce and iron out the wrinkles and get them up and running.

I believe that was the second upgrade. In my test game no damage occurred to any cities. But perhaps I did not build them up in consecutive turns.

Will we need to start over to fix Twotribes city damage? Are you ok with carrying on from here?

I doubt starting over would change anything. As long as the game is working as intended I am fine.

I´ll check to see if it does that in a simulation. If it does I´ll try and figure out what is wrong, and then make a new version of the game to correct it.

EDIT: Does not seem to be an error I can repeat, just like that. I´ll take a look at the code, anyway, but I have so far no idea why it does this, to you.
