[WAD] [B673 - 1.07RC1] Land strike won't launch

I'm trying to get a strike package to launch on a mission, but they adamantly refuse to do so. There are sufficient aircraft to fill all flights, the target is within range, and the weapons are appropriate, and the mission even works perfectly when launched by hand. However, they never take off automatically. While I suggest that this is a PEBKAC issue, I'm interested to find out where the issue is, as I'm a bit stumped.

Edit: the mission's name is bunker strike - there should be 12xSu-30MKK on it.

The 'Pre-planned target only' checkbox has been marked, there are no targets in the target list, thus the AI considers the mission to be over.
