Ship damage and unload rates

If a ship is damaged and is unloading troops/cargo in an amphib attack, is the unload rate affected? Are troops/cargo unloading slower than normal?

One more question.

If a damaged ship from a cargo/transport TF unloads troops/supply at a friendly port, is the ship's unload rate also affected?
