Changing wonders to empire-limit instead of universe limit

Changing wonders to empire-limit instead of universe limit

Does anybody know if you can change the wonders to be like the Empire-wide wonders in Civ5, and like the planetary capitals where you can place them after the tech but not everywhere?

I was thinking about balance issues and how it's really nice to have the benefits of wonders, but it can frequently feel a bit game breaking when you manage to snag all of them.
