Air base HQ different HQ from the units stationed there

Air base HQ different HQ from the units stationed there
In the CR ‘Air Groups’ tab. Some airbases have an asterisk next to them.
26.2.4.1 says:

Air Base: lists the air base unit, with its size in
parentheses, to which the air group unit is attached. If
the air base unit is attached to a different air hq unit
than the air group unit, than the air base unit name
will have an asterisk

Is this just a Info thing or is there a penalty somewhere?

There's a maintenance penalty, see 8.1.3.

Does anyone know how large this penalty is ? Could'nt find a figure under 8.1.3

It means that you have 20% chances to miss a roll and get your plane repaired or replaced.
