I replaced Von Richtofen as head of Luftflotte 2. But when I try to appoint him as leader of another air HQ like I Jagd Corps, his name doesn't appear on the list. He's been sitting in limbo now for turns.

Yes I saw that in beta and not sure if it was addressed or not.

I simply leave him there and assign my Stuka/LB's with smart bombs and sharks and 3 best JG wings.

Put this in bug area see if you get and answer.
