11 conquered hexes revert back to soviet control

it is August 41 and 11 hexes vicinity of Riga reverted back to Soviet control without explanation. Rail damage is 100 for the rail hexes there. Hexes were well traveled as the German forces passed through. Any ideas what made this happen? Took me two turns to track this down.

Partisans or the Russians got a unit(s) behind your lines, para drop or Amph invasion, and are running around tearing up RR tracks.

recon the area and you'll find an enemy unit there, Partisasn don't capture hexes.

Yes I realized that would the case as soon as i posted. And there it was, a bypassed unit simply overlooked.
