Weather conditions are very bad to DoW the US. Japan can't invade Manilla in storm and there are a couple of US SUB's there, which will run havoc on the Japanese shipping if those are not taken out immediately.

So gentleman. Should the Japanese have iron nerves (I now estimate the chance of a succesfull DoW to be between 50 and 60%, the 80% is off the scale due to the US failure last time)?

If Japan choose to do so, it can put the fast CV's in a sea area next to Honolulu, threathen to port attack the place which than gives the US something to think about. Leaving the CV's there or sailing them out, which would mean that the fleet isn't in Pearl, which makes it more difficult to DoW the Japanese later on.

Or should the Japanese DoW the US, without being able to attack Manilla and therefore they will be trashed by the US SUB's? Also, if the Japanese DoW's the US, should they DoW the CW too (and how about the neutral Netherlands)? Leave that for later? Or go for it now?

Well, it seems as if everyone has the same question, except for Mr. Klydon who is in favour of going to war against the US. I'm against, having nerves as steel and wanting to wait for at least rain to invade the Phillipines... So it's a draw... I can't play on with a draw, can I? If it stays this way, my vote counts. Deadline: tomorrow 18.00 GMT...

I am in favor of war, but not on impulse 2. Need better weather to knock the PI out, but the Japanese may not get it either given the time of the year. Should the US try a war declaration again and it fails, the Japanese can basically go about their business for a turn or two in relative safety, although the US may change tack and try a DoW on the Euro Axis. The Allies have to have some luck in this game, don't they?

As far as the Dutch go, I don't know that I am in favor of a Japanese DoW there. In fact, I am rather against it for the moment because of the condition of the CW merchant fleet. The Dutch fleet would be a huge shot in the arm for them is what I am hearing. Now, the Japanese do need oil from some place. They can get some from the CW possessions and should have no issues taking them. While it won't be as much oil as they would like, hopefully it would let them get by without having to invade the Dutch at this point in time. The issue with invading with the Dutch is that even if you coordinate with Germany to knock Holland out at the same time, the Dutch do have other safe areas to set up the merchants and also have a chance to have them escape anyway.

I agree totally, however, the oil in Birma isn't that easy to get. If the Japanese army at the Birmese border leaves China, the partisans will pop up in that country. But that's a luxury problem.

What I'm going to do is to take a naval impulse with Japan. I'll move aggressively against the CW, US and the Netherlands. Than it all depends on what the US will do...

July/August 1941, Axis impulse number 2:

In Japan, Emperor Hirohito asks Prime Minister Tojo to send a high representative to Washington, to express his views on the Asian crisis and to convince the US that peace and good relations is in the interest of both nations. Japan is an honorable country and is really shocked at the dishonorable way the US is behaving. It doesn't want to go to war and the United States should know that to have trade reinstated between the two nations is the best way of getting better relations with eachother...

Japan takes a naval action, Italy and Germany take land actions.

In Fukuoka and Canton, Japanese Fleet task forces sail with troops on board. However, an equal large portion of the Fleet stays in port. Admiral Yamamoto declares that there are large Fleet landing exercises planned at the Indo Chinese coastal waters...

On the Ukrainian Front a Stuka, escorted by a Me-110 decides to ground strike Timoshenko. The USSR reacts by sending a FTR to intercept. An air to air battle commences:

Axis units enter the Ukraine in force. Cisinau and Minsk are almost surrounded. In Irag, Bagdad is entered by the Italians.

Attacks are declared against Minsk and a hex in Estonia. At Minsk, the USSR air force could have gotten ground support in, but with a Me-109 in the area and considering that the city isn't worth fighting for, the Soviet high command declines to do so:
