[FIXED B640] Mission Patrol Throttle not updating

I've got a destroyer doing an ASW patrol. When I created the mission, I forgot to give it a "cruise" throttle setting in the mission editor, so it's at "creep". When I go into the mission editor and switch the patrol throttle to "cruise", the destroyer keeps motoring along at creep. If I F2 the destroyer to go to "cruise", he just goes back to "creep" when he plots another patrol leg in the patrol box.

We had certain ASW-optimized behaviors in place when an ASW patrol was conducted (creep, don't cavitate etc.). Now that patrol & transit throttle can be explicitly set in the mission editor there is no need for these hardwired hooks.

Fixed in Build 640.
