counter CVs change on HQ swap

I've started a campaign using the 1.08.01 beta patch and the 1941-45 alt CV campaign. Sometimes when I change the HQ for a unit the on-counter CV is doubled, or halved. The equipment info within the unit does not change of course.

Is this a dramatic change in how combat is computed, or just what shows on the counters?

They were always affected so much in combat, now you can see it outside combat, that's the purpose of alt CV
