Air Mission Intensity

This one is quite vague, does anyone have any additional information on this? The manual basically says that Medium = X, Low is .5X and High is 2X intensity. But what is X?

X depends on the amount of valid targets in the area.

Is this a more efficient manner of determining strike aircraft rather than STRIKE NUM?

Sometimes yes, as amount of valid target can vary with better reconning or damage done, when static strike num keeps staying the same for the whole week.
