Building Depots

Gary Grigsby’s War in the West 1943-45 is the most ambitious and detailed computer wargame on the Western Front of World War II ever made. Building Depots

I've noticed that some cities I can build depots in but not others. The ones I can are in North Africa but the ones I can't are in Sicily where I'm fighting.

I can't find it in the PDF manual (I'm old and need a hardcopy manual which is on it's way) so could anybody explain why there's some I can and can't?

Is it due to rail damage in Sicily? Does that have to be 0 before I can build depots?

Section 20.1.6

...Depots may normally only be created in hexes that
are not in an EZOC and are connected to the supply
grid via a port in the hex or an undamaged linked rail
line in the hex....

Depots can only be built in ports or named locations connected to working rail network.
