As I recall that after much debate the 2:1 rule was going to be an optional (toggled) feature.

In game options under 1.08 now there is a new option for Soviet attack/defence +1 or zero.

Is this the same thing?

To disable the 2;1 rule which setting should I use?

This is the thing. Use "NONE" setting.
