Greetings Colleagues

I open this thread to my questions but not only mine, guess that will provide the answer. A I do not care because I will put my questions here and start with some ....

Can i order the air fleets (i do not know if possible) to focus in training?

How affects the withdrawal of garrisons of some cities from one place to another? because for the evil Allied invasion in Sicily, the program was much complaining about that, do not quite understand what garrisons.
