It depends on a lot of factors. for attacking ships, there are three modes of attack, level bombing, dive bombing, and torpedo bombing. Level bombing can vary quite a bit depending on the type of aircraft, crew experience, expected flak level, etc. Lower altitudes often get better results, but the planes are more subject to flak. Dive bombers should be set around 10,000 plus or minus a few thousand. torpedo bombers will always drop to low level when making torpedo attacks, no matter what the altitude setting.

For attacking land targets, again expected flak level has a lot to do with your decision as well as your tolerance for losses. High altitude bombing will get fewer hits, but will be less subject to flak.

Many answers to your question, depending on many different things. Wdolson summarized many of them in his earlier post.

1) What kind of target are you attacking? Ships, ground units (LCU), airfield or port at a base.

2) What kind of planes are being used in your attack? If targeting ships moving at sea, are you using level bombers, dive bombers, torpedo bombers, attack bombers? Ships disbanded in port cannot be attacked with torpedoes, torpedo planes will have to bomb. Attack bombers can be used at either high or low level attack. And so on…

3) What form of enemy opposition are you expecting at the target. How much (if any) enemy flak? Flak will increase the number of destroyed and/or damaged planes in a low-altitude attack. Interception by enemy CAP fighters is (for the most part) a constant regardless of altitude for purposes of this question.

4) Tolerance for plane and pilot losses on your side. A high loss rate will easily render your air squadrons unfit for further missions if not significantly reduce their size. Numbers of replacement planes and pilots aren’t infinite for either side (Allied or Japanese), you cannot replace lost pilots and planes indefinitely. Damaged planes and pilot fatigue can be fixed but that takes time too. It’s a long war…

5) Night or day mission? This impacts bombing accuracy as well as how many planes (out of how many you launch on the mission) reach the target.

How you answer these questions affects what the correct answer of your original question will be.

10,000 feet seems just about right. You are safe at this level from mid-range AA guns. Heavy Allied AA guns have a clear Effect and Accuracy drop compared to Allied 20-37-40mm guns, so you will lose few bombers at this height.
