Production Build Point Lost

Globl War, V.1.2.1.5, all available Opitonal Rules ON:

During Production Phase the CW got one Build Point less to spend as it should have according to the calculation made in the Production Summary&Details Form (19 vs 18).
Did I get something wrong or have we a (known?) bug here?

And it is also my belief that there has to be CAP for the active player during Ground Support.

I haven't seen this bug around. Can you check (using the autosave from before the Final production planning phase) if at that moment the CW production planning form gives you 18? If so, than probably you've used an oil point for reorganisation which was used for production...

The moment the production phase has started, the production planning form gives the expected production planning for next turn, I believe...

Here is the corresponding save file for the Final Production Planning Phase. I see 19 Build Points there.

In this save you did already pass the CW. Only the USSR is left...

Yes, but you can click on the CW flag and look what's calculated production for it.

Most likely not all the the saved build points can be used. Some may have to stay as saved BPs until the next turn.

There is a limit on how many saved build points you can use from cities other than the major power's capital.

Saved at Start means saved at start of turn - which could be in any city.

If no BPs were saved at the start of the turn (as indicated in the screen shot), then the limit you mention in post #6 cannot be the reason one is being lost.

I agree. There were no saved build points at start...

Seems like there's a problem with the route of the "Larut, Malaya" Resource.

The source resource isn't Larut, but a Canadian one!

That looks OK to me except the first entry in the route: "Yarmouth".

Yes, and the fact that hex [52,298] isn't Larut! It's a Canadian resource hex.
