flak batteries query

what do people do with the various flak batteries? im talking about the non 88 flak types.

are they best assigned to divisions or disbanded to save manpower?

They are good at killing Soviet aircraft, especially in 1.08. I wouldn't disband them. Best to keep with corps HQs, close to action, but not directly on the front.

how does that work though, surely they need to be in the same hex as the unit that is under air attack. does the corp hq send them out to divisions under air attack as a regular support unit? seems a bit of a weird game mechanic as air attacks would generally be over in a matter on minutes so how would the anti air units have time to travel to were the air attacks were taking place.

on a side note,

regarding the anti air batteries attached to cities. these units were obviously placed at cities to defend against strategic bombing. as there is no such thing in wite it seems very gamey to use these units on the front line. is this generally the done thing?

The manual mostly answers these questions (16.2.2 page 171):
During the resolution of an air attack, anti-aircraft support units attached to headquarters units can in some cases provide anti-aircraft support for the headquarters unit as well as any on-map unit that is attached directly to that headquarters unit. This support will happen if the HQ is within 5 hexes of the on-map unit being supported, and the leader successfully makes an initiative roll. An anti-aircraft support unit is limited to assisting only one unit during the resolution of any particular air mission, but could be involved in multiple separate air missions in a turn. All enemy units that are flown over during an air mission will attempt to engage the air group units with their anti-aircraft ground elements and any anti-aircraft support units. For all air missions except bomb city, anti-aircraft fire from the target hex will fire at three times the normal rate. Anti-aircraft units attached to town, city or urban hexes (7.4.1) will fire at any air missions that fly into or through that hex. AA units in town, city or urban hexes are more effective firing in defense of factories, and will fire at four times their normal rate at any bomb city air missions targeting their hex.

It may be tempting to use city flak on the east front, but the cost of 50 AP per unit detached is very high so this wasn't used yet on mass scale, especially when AA/AT fire from AA guns in support units wasn't really effective, which started changing since 1.07.11. edit: It is yet to be determined whether this is new cheese tactics, I'm afraid it may be, provided there are APs to spend (but in early war they are better spent on HQBU and changing leaders).
