To be effective in CR?

Is it the only way to do it on or off? Too many clicks getting lost to whether it is refit on or refit off!!!

The button on the side panel works only for units directly attached to HQ.
On the other hand CR lists subordinates on all levels, and the set mode function affects all filtered units.

Use one or the other, it depends on what do you want to achieve.

Should the status of that units directly attached to HQ once clicked refit on in the panel be shown in the CR as Rft rather than Rdy?

You clicked refit on on 2nd Army. Those units you show in CR are not directly attached to 2nd Army. They are attached to various Corps under that Army and that is not the same.
