Minimum Release Altitude of LGB´s

Why is the Minimum Release Altitude of LGB´s set to 12000 feet? It makes LGB attacks under a 12000 ft overcast impossible, and it is unrealistic. There are many accounts of aircrews exercising the employment of LGB´s way below 12000, and there is of course that famous F-15E helicopter kill: Bombing the Helicopter
