Im trying to find the list of subs that can transport midget. I tried to a sub but it wouldn't let me use

There are 5 subs of the Type C submarine - I-16, I-18, I-20, I-22 and I-24.
Only these 5 subs are capable of Midget submarine mission type.

You can add subs to that class. Or add classes that
can mount midgets.

Midgets were used from land bases at narrows -
particularly in the Philippines - and most later
production went to such operations. But there is
no reason in principle they could not have been
used on submarines. And kaiten carriers are
in principle very similar.

To create a sub class able to mount midgets
look at the class screen. On the right side
the bottom check box is "launch midget sub"
