How to manage transports for supply dropss?

Just wondering because I am not able to supply any of the front line troupes as AXis. Surely I must be doing something wrong. Some supply should get through in the form of para drops. thanks!

Make sure that your Air Bases are within 5 hexes of a rail head (repaired rail line) and haven't flown or moved.

Also there is a limited amount of available supplies and fuel so make sure you get the units that need them for your mission first.
