Command Points and Factories

I have two questions:

1. What is the command point cost for Air Bases within an Air Army HQ? And also the cost per squadron?

2. I was looking through the editor to try to make a list of Soviet factories so I could prepare plans for
what was there but I can't seem to find Soviet aircraft factories. What am I doing wrong?
