Sort of "penalty" you have to pay for available officers having a less than optimal rank to take a new position

P = Political Rating. The higher the number the better the leader's relationship with the political powers that be (Stalin or Hitler). Low political ratings can see the leader dismissed or even executed while high political ratings will be favored and have a higher dismissal cost.

The Admin Cost is a number + the penalty for promoting the officer to the proper rank for the position.

It's the cost of promotion. A front commander needs to be a full general or higher or you'll have to promote someone.
